Ali Baquer’s passion was disability issues. Since his childhood he learnt the intricacies of living with a person with disabilities. It inculcated in him a zeal and zest for working in the field. He chose not to pursue his education in law and turned towards Social Work, Sociology, Behavioural Sciences and Criminology.

25 years ago he established Concerned Action Now (CAN), its activities in the field of disability research and advocacy would be based on the management principles of Action Learning approach to work.

Having specialised in the sub-area of mental retardation, he expanded into the wider realms of disability by researching, creating awareness and advocacy.



 

 




 

 

 

 


Ali Baquer believed that it was necessary to create awareness about disability issues so as to achieve a society based on the social model of disability. In an effort to disseminate information and knowledge about his research outcomes Ali Baquer scripted and produced 26 episodes of `Ek Ghar Aas Paas`, a popular TV serial telecast at prime time on the National Network, dealing in soap format with the problems and care of people with mental retardation. He presented the solution of long term care for disabled members through the means of Community Based Rehabilitation (CBR), by creating a module of a home in the community for the disabled members of the community. Of all the tele-films, documentaries and TV talk shows on disability issues, his last venture was a documentary on a disability worker named and titled as ‘Sonia’. He used the medium of his short stories to write on disability issues and these included, Behroop, Sanjogta and others. Behroop tackled the wrong assumptions that are held by the able-bodied regarding persons with disabilities and how these fall flat when confronted with the realities of the life of a mentally challenged boy. This story was adapted in the form of a 30-minute episode for a TV series in India. 

On Baquer’s biggest contribution to the field of disability has been the enactment of the THE PERSONS WITH DISABILITIES (EQUAL OPPORTUNITIES, PROTECTION OF RIGHTS AND FULL PARTICIPATION) ACT, 1995. Using his exceptional quality of bringing people together on one platform, he formed the Disability Rights Group (DRG) with other dedicated disability activists at the American Centre. The goal of DRG was to advocate the formulation of a law on disability in India. Having strongly lobbied for the same, the group achieved its aim by overseeing the enactment of the

Ali Baquer spent a lifetime researching and writing on issues of disability both in England and India. His last three books on the subject were `Delhi: A Tale of Two Cities`; `Disability Disablement, Disabilism` and `Disability: Challenges Vs Responses` all of which received praise and attention in the national and professional press and were extensively used as resource material. The range of his other important papers cover issues of disasters and disabilities, community awareness, residential care of persons with disabilities and creating accessible environments.  
Disability Act, 1995, with full consensus of both the Houses of Parliament and the assent of the President of India, all on the same day in December 1995. Thereafter the DRG was dissolved and all members went on with their individual activities in the area of disability.
